CDC new guidelines recommend HIV testing for all persons age 13 to 64
The CDC recommends to health care providers that HIV testing be added as a routine part of testing and evaluation for anyone 13-64 years of age.
In a statement released on September 22, 2006, the Centers for Disease Control and Prevention in Atlanta is urging health care providers to include HIV testing as routine part of health care to their patients age 13-64.

Given the fact, supported by evidence from all 50 states, that adolescents are initiating sexual behavior early in their teens, the CDC has set the age range of action to 13.
